The Medicare Access and Children’s Health Insurance Program Reauthorization Act (MACRA), Merit-Based Incentive Payment System (MIPS), and alternative payment models (APMs) were under the microscope in a recent House Committee on Energy and Commerce Subcommittee on Oversight and Investigations hearing. Members of the Subcommittee welcomed testimony from witnesses with a range of expertise and questioned witnesses on challenges facing a transition to value-based reimbursement.

Consensus from the questioning and comments centered on the shortfalls CMS and CMMI have faced in crafting and implementing policies and models that reward high-quality high-value care. Many noted that only six APMs with net savings have been implemented since MACRA’s passage with many failures along the way.

Overall, Members from both parties remarked at the lack of progress towards value-based reimbursement intended through MACRA and reiterated their commitment to pursuing payment policy that provides financial stability for providers and preserves access to high-quality care for patients.
